Description

NASA Headquarters (HQ) plans to subscribe as a member of the National Association of Colleges and Employers (NACE) "Job Choices 2009 an annual recruitment services for science, engineering and technology college students for the Government. NACE a non-profit organization established in 1956, the leading source of information on the employment of the college educated. The professional association connects more than 5,200 college career services professionals at nearly 2,000 college and universities nationwide, and more than 3,000 HR/staffing professional focused on college relations and recruiting. These human resources services and products are not available from any other U.S. vendor.

NASA HQs intends to purchase a membership with National Association of Colleges and Employers, Bethlehem, PA. These products and services are also utilized by all other Federal Governments agencies (EPA, Treasury, Labor, Commerce, etc.) in an attempt to recruit and retain the "best and brightest" college students for Government employment.

The authority is only one responsible source 10U.S.C.2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:00 p.m. EST on May 18, 2007. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
